People should percieve their identities as multiple ones.For ex,As long as Ireland people saw themselves as Catholics or Protestents the problems could not be resolved.
2)How leaders of various groups raise their demands.The demands should be within the constitutional framework and not at the cost of others.
3)How govt. reacts to these demands.If it tries to suppress the demands in the name of national unity,it leads to violence.
