The regulation of mining distributes the power amidst the centre and state even though the centre overpowers the states in all aspects.
Aspects of regulations in mining:
According to the laws of mining, minerals are divided into two categories of major and minor.
The minor minerals are under the jurisdiction of state government whereas the major minerals are under the jurisdiction of the central government.
Offshore mining also comes under the jurisdiction of the central government. The state government has the power to grant concessions and collect royalty from minor mineral mining.
They also have the authority to bestow the license for minor mineral mining. The central government, however, has the paramount power and authority to force the state’s decisions on the minor mineral.
As much as I agree with the aspects of the mining regulations and the neat division of the power, it will be more benefiting and rewarding to have a mix council of state and central authorities to look over the authenticity of the works to ensure that the minerals are used wisely and not exploited for the benefits of certain individual.
