Agriculture is important for our country as we still have 54% of people employed in agriculture. I will first discuss the causes due to which growth of agriculture is suffering:-

We have more focus on industries than agriculture. Our country was very late in drafting an agriculture policy which came out only in 2007.
Investments and subsidies:As per the elementary growth theory, growth of a sector depends on investments made in that sector, its capital output ratio. Investments in agriculture has been between 8% to 12% of the agri-GDP. We have had less public investments. According to some studies, return on investments in agriculture is 3 times more than that of subsidies. We have large amount of subsidies in fertilizers which is least productive.
Over exploitation of ground water and irrigation
MSP and input costs such as labour have had a negative impact on agriculture output. Costs have been high and MSP has been low to incentivise production.
Lack of good agriculture market.
