The structure of a federation depends on what preceded it. A new federal government may be formed as a unary government from the combining of existing local governments that cede their authority to the new government, eg federating their authority to a wider scope. Federations are NEVER about dividing. In the case of the US, there were 13 sovereign countries formed by the American Revolution overthrowing the yoke of the British Crown. These attempted to form a confederacy, but failed to grant the central government enough authority to coordinate successfully, especially with regard to common defense, common currency, foreign policy and common rules of commerce. There was a convention held and a new constitution written creating a federal republic where each state retained its sovereignty over most things, but ceding authority in those specific areas in order to make it work for the common benefit. The original intent has been warped into an almost unrecognizable shape through the efforts of a group of progressive politicians, who, for over a 120 years, have steadily usurped power from the sovereign states and expressed it as an oppressive federal monstrosity. Most of the areas now regulated by the federal government were never intended to be centrally managed or governed. In fact, the founding fathers specifically warned against letting that happen. Most of the authority is supposed to reside with the states and the people.
