1. If you mean touch as ‘sensing something with our hands’

In fact we don’t see matter but the reflected/emmited light from it. So we cannot see matter but we can see only light and we touch (in terms of sense) matter but not light. And the light we can see must be in visible part of spectra (400–700 nm wavelenght). For an example we cannot see x-rays or microwaves although it is a light !

2. If you mean touch as ‘get in contact with something’

Then, you have to know that any wave is actully particles with which we get in contact in fact. So we cannot see x, a ,b ,gamma, x, radio, micro etc waves but the particles of them get into contact with the atoms of our bodies
