what can you do if officer in charge refuse to record FIR

If officer refuses to record FIR then we can do an RTI (Right to information act) against the respective officer.

If I reporting a crime and  the police denies to register my FIR on unreasonable ground 
 I can make a complaint to higher ranking officer

If the police still deny lodging my FIR , I can make a formal complaint to the nearest Judicial magistrate , who will direct the police to registera FIR deemed necessary
