The steam causes more burn than the boiling water because the water boils at 100 degress Celsius ..but the change of state of liquid to gas that is steam takes at the temperature more than 100 degress celcius thus ..due to more temperature at the steam when produced ..it causes severe burn....

Steam causes more severe burns that boiling water because even when both are in equal temp. steam will require to give latent heat also to change its state and then it will give away heat until the object's temp. is made equal to the steam and therefore it will giveaway more heat and so cause more severe burn.
