The Third Estate people had taken initiative to frame a Constitution for France.

The spokespersons of the third estate gathered in the grounds of Versailles and stated themselves a National Assembly on 20 June 1789.

They vowed not to dissolve till they had drafted a constitution for France that would restrict the powers of the monarch.

Ultimately the King of France Louis XVI had to recognise National Assembly.
