What confuses a programmer? The most confusing things tend to involve other human beings. Clients and users don’t always know what they want or need, and often don’t communicate those needs and desires very well. They forget details or even get the details wrong.

Code can be confusing, especially if someone else wrote it. Interactions between programs (or even between parts of a program) can go haywire in strange ways at times, giving confusing results.

And, of course, we’re human, too. There are many non-computer related things that can confuse us, just like they do non-programmers. Relationships, government forms, how some people can possibly vote for particular politicians, etc., can all be confusing to programmers.
