Since, our star, Sun gives sunlight which bring us energy for living. And that sunlight was generated from as a consequence of nuclear fusion at the core of .

So if there were no nuclear fusion, the life might not be possible on any planet.

And as for nucleosynthesis, it is predicted that this is the process by which new atomic nuclei from pre-existing nucleons (protons and neutrons) and nuclei are created in the very eary Universe.

So if you let nucleosynthesis is not a physical phenomena, then there might not be so much elements in our Periodic Table. This is somehow similar to fusion, you can feel it like that too.

With all these assumptions, the Universe may never be like what it is now. Our Universe will may be elementary like what it was just after Big Bang (well know theory) forever and ever.

From the given question the correct answer is:

Nothing could happen, if no light elements formed then there wouldn’t be any heavier elements either. Just cold hydrogen formed into vast clouds that would collapse by their gravity to neutron stars or even black holes with only the thermal energy of their collapse to illuminate the universe.
