What determines the rate at which energy is delivered by a current beainly?

It is electrical power. It determines the rate at which energy is delivered by the current. The definition of electrical power is the rate of work done by electric current. Since the amount of work done is equivalent to the amount of energy consumed, therefore electrical power is the rate of consumption of electrical energy. 

P = V*I where P = power, V = voltage and I = current
