It is not sure when air pollution start in India, but you must know that after Industrialization creates Air pollution.

It means after 1874 , when industrialization and development has started at that stage to be considered starting of air pollution In India.

According to the recent data which i have read in newspaper, 14 city of India is highly polluted. So indian condition is very poor at present when it comes to pollution. 
"New Delhi is the highly polluted city in India."
