Rashtra appears for the first time in the Yajurved Samhita. Rashtra means a territory ruled by a Rajan or Chakravartin. It has ancient roots as the whole of South Asia was considered to be Aryavart or Bharatvarsha (or the Rashtra of Aryans). Within Bharatvarsha, there were independent monarchies (Janapadas) and republics (Ganas). The rulers of these Janapadas used to perform Ashvamedha and Rajasuya sacrifices at times, by which they were proclaimed Vijkshu Chakravartin or Digvijaya (conquerer of the world). Rashtra means a territory ruled by such a Chakravartin. The office of the Chakravartin of the Bharat Rashtra passed to the monarchs of several Janapadas for eg, Janaka of Videha, Dasaratha or Rama of Saketa, or Yudhisthira of Hastinapura. They became Chakravartin and expanded their Rashtra with the help of either peaceful methods of Sandhi or Ashvamedha Yajna or through violent methods of marching.
