The Cabinet Mission Plan which came to India in 1946 rejected the League's demand of Pakistan but said that each province in India would get complete independence to regulate their internal affairs. Thus, the Cabinet Mission Plan divided all provinces in India into three separate groups. Group A consisted of the HIndu majority provinces while Group B consisted of the Muslim majority provinces. Group C included the provinces of Bengal and Assam. To ensure the unity of the country, the Plan suggested that the Central government of India would only look after the foreign affairs, Defence and Communication. Rest of the issues like internal law and order, education, irrigation, agriculture etc. would be looked after by the Provinces. Thus, the Cabinet Mission Plan gave considerable autonomy to the provinces.
