As the sun heats the earth, then a layer of air above it, it rises, cools down by adiabatic effect and, when reaching dew point, condenses some moisture into tiny droplets of water or ice that we call, the clouds.

Those air masses move, meet each other, form fronts and layers. It can even start from ground level as, during a cold night, fog may form near the ground, to rise into a flat layer of stratus clouds during the day.
