What do algae consume, co2 or oxygen?

Algae consumes co2... It releases the oxygen...

allysaltamash14: some algal bloom are the result of excess nutrients like phosphorus and nitrogen, into water, higher conc. of these nutrients caused in water caused increased growth of algae, the bacteria increase in no. and use up the dissolved oxygen in water.....

Bacteria decompose the algae after the bloom dies, using a significant amount of oxygen in the process. The result is a lack of available oxygen for other plants and animals that need it, possibly causing a fish kill.
