Decentralization is when power is not concentrated or centralised with one institution. A federal country is decentralized in 2 or more levels. For example, India is a federal country as the main institution, Central government doesn't have full authority but shares power with the state government, municipality,etc. Decentralization is basically when government power is spread across various institutions.
