Well, in Friench Revolution chapter of class 9

Robespierre kept " maximum ceiling " on wages and prices.

This word means that he kept the limit till were the seller can sell specific item and not more than the given limit. This often saved poor one's to buy things and save money which was taken by shopkeepers extra.
