we can take valency as
Oxygen-atomic no is 8
electronic configuration is 2,6
the valency is 2 because the outer shell of 2 is filled.

to understand the concept of valency better we shold know about the elements of the periodic table....FOR EXAMPLE... phosphorus has atomic no. 15 and has electrons 2,8,5 in its k,L,M shell respectively..... therefore it's valency is 3(8-5)……
