This means that the definitions or the concept of rest and motion are actually relative.

Nothing in this universe is at absolute rest. For instance, if you're sitting on a chair then you're at rest with the respect to your surroundings but still you're not at absolute rest since the Earth, in which you live is actually moving(rotation and revolution).

Relative motion is the calculation of the motion of an object with regard to some other moving or stationary object. Thus, the motion is not calculated with reference to the earth, but is the velocity of the object in reference to the other moving object as if it were in a static state.

Answer: Rest and motion are quite relative. Let me explain with an example.

Have you travelled by a train or bus. If you have, you will observe a standing man on the ground as moving ( But actually he is not) while the passengers in the bus will appear at rest( while they are actually moving) so for you that man standing on the ground is in motion while the passengers are at rest. But for that man standing on the ground he is at rest while the bus along with its passengers are in motion. Hence rest and motion are relative to each other.
