it's a policy by British people for indians. it was for agriculture. they wanted to take advantage of best soil in India. they wanted to grow indigo in India and see it to Europe at very high cost. Indian merchants do not wanted to grow indigo as their field became infertile while growing indigo. and indigo was also form no used to them so they were more attracted in growing rice and wheat. the people were given small amount of money for doing this.
