Some laws passed by the parliament have been unpopular and not accepted by the people. Sometimes a law can be constitutionally valid and hence legal, but it can continue to be unpopular and unacceptable to the people because they feel that the intention behind it is unfair and harmful.

People can respond by
-Arranging public meetings
-write about it in newspaper
-report it to the TV channel
-organize protest marches
-hold rallies
-go on hunger strikes

Controversial laws are laws that are not widely accepted by the people and may spark a general debate about there constitutional legality-meaning they may or may not be violating the constitutional requirements . The unpopular laws on the other hand are laws that are fully constitutional but are just not widely accepted by the public.
Controversial laws examples may include laws that limit religious practice or freedom of movement, or speech or laws on abortion
Unpopular law examples may include such laws as; those that inhibit hawkers from selling in the streets or laws that increase income tax.

 How can citizens respond:
Citizens can show their displeasure by airing their voices through various media(eg social media which has become very effective), carrying out protests, demonstrations, rallies, hunger strikes and write to the government or news outlets.

How the Government can respond:
The government(especially a democratic one) should respond by considering the public opinion. In the occurrence that the nature of the controversial law is quite serious, referendum can be held to seek the opinion of the people.
However, when the government feels that what its doing is for the good of the people and their future, they can take a firm stand and try reach out to the people by community outreach programs to make them aware of the benefits of the law to the nation.
