It is a term of technique mostly uses to explain a bit more in detail with the aid from computer, and it is up to the programmer to design what information it could giving out within that limited screen area. As the mouse points to a certain location ( program to detect the screen pixel X and Y axis ), it triggers and pops out a small dialog box to give more description detail about that subject.
