Well by convention it is assumed for mathematical simplicity in calculation for absolute potential of electric charges at some point in space, that the potential of any charge in space at some point at relative infinity is zero.
So, that the potential then at some point in space not infinite can be calculated absolutely.
Now,
Potential at some point is defined so because it is actually the electrostatic potential energy which will be stored in any unit positive charge that will be carried from infinity to that point in space. And, for that potential energy to be stored there has to be some external force applied on the charge which will perform positive work so as to overcome the repulsive forces of other charges in vicinite space.
