Institutions are identified with a social purpose, transcending individuals and intentions by mediating the rules that govern living behavior. democratic government insist on instituion because sometimes institution make it very difficult to have a good decision taken very quickly.

Institutions are an important part of Democratic government because it ensures that system runs according to the law and not particularly by the whims of the rulers. It clearly separates the power and even protects the rights of the citizens. It even provides clear separation of judiciary and legislation.
