Muqtis or Iqtadars were primarily landowners who collected revenue from their allotted lands. They used this revenue for maintaining the army. During the reign of Iltutmish, lands were granted to governors.
They spend the revenue from these lands for paying salary to soldiers, increasing their wealth and maintaining order in the state. This system was modified by Khilji dynasty, Alauddin Khilji. He paid salaries to them instead of offering land grants to Iqtadars.
