For example, if I wanted Layer 1 to be on top of Layer 3, I should be able to just drag it. Mike Rankin explains what layers are and the basic tasks of creating and managing them in GIMP, including how to select layers, how to move layers and control layer visibility, how to reorder layers, how to lock layers, and how to add or remove alpha channels to control transparency in a layer. There is no Layer manager (as in AutoCad or Gimp) and the work with them is not comfortable.
