these are lists according to which the government distributes it's powers
1) union list
2) concurrent list
3) state list

The power to make laws on subjects of utmost public importance that are neither in the Union list nor in the state list and we also cannot find it in the concurrent list vests with the Parliament
E.g Cryptocurrency it does not form a part of any of the above mentioned lists but is a game changer in the future scenario so laws considered to regulate and the power to enact them is called residuary power.
