Coming to your question, Srilankan Tamils were originally from India who settled many centuries ago in eastern and northern Srilankan island. Even to this date, most of the places in eastern and northern Srilanka bear Tamil names. Ideally they should be called Srilankans.

When it comes to spoken Tamil, the language spoken by Srilankan (Tamils) varies a lot from mainstream Tamil spoken in Tamil Nadu today. It would require a good knowledge of ancient Tamil to understand what Tamil is spoken in Srilanka.

Hope this answers your query.
