The rule of law is a durable system of laws, institutions, norms, and community commitment that delivers: Accountability. The government as well as private actors are accountable under the law. Just Laws.the system of rules which a particular country or community recognizes as regulating the actions of its members and which it may enforce by the imposition of penalties.
