Thermal inertia is a bulk process in which heat transfers occurs in objects. Coming to heat transfer in water, like we know environment get easily changed than water. Usually environment gets heated. But like the term Inertia, loss of water in form of vapour occurs and the heat capacity of water decreases. Ability of sustain heat loses and temperature increases. This is wat thermal Inertia mean.

thermal inertia is a measure of the thermal mass and the velocity of the thermal wave which controls the surface temperature of a material. In heat transfer, a higher value of the volumetric heat capacity means a longer time for the system to reach equilibrium.
