Answer:

Dear Student,

Tyranny of majority implies a situation where majority tries imposes its decisions on the minorities. Here majority tries to monopolise power and tends to dominate the minorities by making policies or laws that may prove to be detrimental to the welfare and needs of a minority.

Constitutional safeguards for the protection of minorities are:

a. Our Constitution first establishes legal and political equality by virtue of Fundamental rights.

b. Our Fundamental rights itself ensures that if rights are violated one can approach the court. Most importantly, Untouchability offences act of 1955 was passed, which banned untouchability in all its forms. As per this act, the lower caste people are free to mingle with the people of other castes. They cannot be denied entry to temples, public places

c. Most importantly, The Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, 1989 allows the marginalised groups to file their complaint under this act which includes atrocities, crime or any act of humiliation against the SC's or ST's. The act is very broad and comprehensive and seeks to offer protection to the marginalised groups.

d. The act ensures protection of minorities and seeks to provide justice to them.

e. Similarly, The central government passed the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 which safeguards the rights of the forest dwellers.

f. The introduction of Public Interest Litigation has also allowed poor, marginalised group to get justice.

g. 73rd and 74th Constitutional amendment acts provided for 1/3rd reservation of seats in the local bodies for the weaker section.

h. Then there are constituencies reserved for the SC's and ST's from where the candidates belonging to the above mentioned categories can stand for elections.

These safeguards have been an attempt to create a more egalitarian society and to integrate marginalised into the mainstream
