1. Permanent Settlement policy aimed that the zamindars or the land owners obtained hereditary rights over the land.
2. The land revenue was fixed at roughly 50% of the total produce
According to this system of Permanent settlement,
a. the actual cultivators of the land were left at the mercy of the zamindars who often extracted exorbitant rates from them
b. The peasants had to pay the revenue even if the crops failed due to drought, flood and hence, they were forced to borrow money from the money lenders at high interest.
c. If the loans are not repaid, their lands were mortgaged and this made the peasants to look for other employment sources
The Ryotwari Settlement
According to this system, the peasants were owners of the land and the land revenue was collected directly from them. The rate of revenue was fixed roughly half of the produce.
Adverse effects on peasants
Though the Ryotwari settlement recognised the peasants as owners of the land, high rate of revenue made them dependent on moneylenders
