the reaction to the thief is probably going to be of disgust, anger or irritated.

There are many reactions. May be in the future people do not disclose about there income/how much money do they have ,in front of that person. There is surety that others will not trust that person ever again. They will call him as a thief . Less importance will be given to him and people will ignore talking to him. If there would be any such incident of theft in the future , people will surely have a doubt on that person . No one will even care for such a person who don't cares about others. They will also assure that they stay away from that person .
