Federalism refers a system of govt in which powers are constitutionally divided between central governing authority and various political constituent units such as provinces or state.
The Indian Constitution declared India as "Union of states" and did not use the word federation but it has features of federalism like:

1)Three tier system of govt - center, state, panchayat and municipalities provided by constitution.
2)Constitution has three list - Union list, State list, concurrent list which clearly define the power sharing between center and state.
3) Independent judiciary - SC and HC helps to solve the dispute between center-state and state-state.

Federal structure of government means that power is equally divided between the Central government and the government at the constituent units of the nation.
Central government is the government at the center of the country responsible for the functioning of the nation of as a whole.
Government at constituent level include state governments which take care of the states.
Further, if there is decentralization of power then local government bodies may also be present.
