During Akbar's rule, the importance of an efficient land revenue policy for an expanding empire was realised. Initially, he tried out a disastrous experiment which eventually had to be cancelled. He then appointed Today Mal to the post of diwan-i-ashraf. A new system was established which had three aspects:

2. The classification of the various types of land, degree of fertility, etc.

3. An annual survey to determine the rate of taxation.
