In the context of India, a community government is an even more powerful form of direct democracy where a certain community in terms of religion, race, creed, caste, region etc have the right to elect their own bodies to manage the affairs of their community.
In countries like India which have a wide variety of cultures, traditions etc, such a community government serves the purpose of managing and controlling law and order in a way that is acceptable by local people and not seen as intrusive by people who might feel like a 'foreign' law is being imposed on them.

Community government is a chosen body by the general population having a place with one language, one culture, or any regular property regardless of where they live. This body has the power with respect to social, instructive and language related issues.
As per some different experts, this is not an administration body, it is quite recently framed by certain sort of group for their advancement and welfare of that specific group were as, focal or state government will take care of whole populace, not one or certain sort of groups.
