In this line the poet says that this mighty animal, the tiger is locked up in a cage and the powerful strength of this tiger is confined to the bars of the cage. The tiger should be released and allowed roam freely.

THOSE PHRASE HIS STRENGTH BEHIND THE BARS MEANS-ALTHOUGH THE TIGER HAS ENORMOUS AMOUNT OF STRENGTH ITS STRENGHT IS BEHIND THE CAGE SO IT CANT BE RELEASED.SO IT IS SO ANXIOUS
