A State (the S is always capitalised) is a political unit that has a sovereignty over the territory and the people in it. Sovereignty means ultimate, legitimate political authority. India is a State that has authority over all it's states (lower case 's') and union territories. No other entity has a higher authority over Indian people.

A country is just another word for State and can be used interchangeably. However, since 'country' has other meanings, State is a more precise term to use in a political discourse.
