It means that irrespective of people's background, caste, creed, religion, region, colour, gender all of the votes carry one value per a person.Any person (whether he is rich or of a certain religion,gender or caste) who casts his/her vote has only one value for his/her vote and a rich person does not a vote equal to two or three poor person's vote.Everyone has equal value for their vote.
