They are enforceable by the courts, subject to specific restrictions. The Directive Principlesof State Policy are guidelines for the framing of laws by the government.

Directive Principles of State Policy refer to a set of principles prescribed by the Indian Constitution which the government is supposed to keep in mind/ follow/ give effect to while formulating policies. They are non-justiciable (one cannot approach the court for it's non-implementation) but can be referred to by the Supreme Court while deciding whether a particular policy is unconstitutional or not.

Constitution provides a framework for managing public activities with its various laws which the government should undertake/ aspire to undertake to create a "welfare state".
