I am assuming that this question is related to HTML.
Header
As name suggests means main content of the webpage.. content which defines what is website about.. it may contain main content of website or navigation also.
syntax: <header></header>
Footer
Footer is like ending content of webpage, which may contain some helpful links and content which is not much important.. people usually put some inks like privacy policy and terms and content type of links in footer and some copyright things...
syntax: <footer></footer>
