Here's your answer..
Vidhan parishad is not a directly elected body but an indirectly elected body with reps from different constituencies.and ruling party maynot have majority in parishad. It has all Seniors highly experienced members and won't allow to pass any bill without thorough discussions.Hence many times it gets stuck and that is when a deadlock occurs at the same time...

Vidhan Parishad is and indirectly elected body. It constitutes of memebers which represent various costituencies.
Thus, it is quite possible the the memebers of the ruling party may not be a part of the Vidhan Parishad.
It consistes of many senior and experienced memebers which do not allow any bill to pass without having a discussion.
This is why deadlock occurs or time is taken while passing a bill.
