A Weather balloon measures nothing it is just a device to lift the radiosonde attached to it. The normal radiosondes used measures air temperature °C, humidity % and pressure hPa, whilst the GPS in the radiosonde determines its possition, which are used to determine rate or ascend an wind speeds. It also detemines when the balloon burst.

These variables from the radiosonde are then used by the modeling supercomputers as input variables for the upper levels of the troposphere, to determine future states of the atmosphere, as most dynamicly induced weather system develops in the upper atmosphere first.

a weather or sounding balloon is a balloon that carries instrument aloft to send back information atmospheric pressure, temperature,humidity and wind speed by means of small, expendable measuring device called radiosonde.
