See dear, when we talk about a non-democratic setup, say monarchy, even if a citizen feels that they are being devoid of their basic fundamental rights by the government they are still powerless to do anything against the injustice because the ruling party is considered supreme in that nation as it is the one making laws. The monarchs often tends to force their own ideas on the citizens whether or not the people agree with them. This lead to demolishing of basic freedom of individuals and their rights because they are forced to do things against their will.
