What does it mean whe someone calls someone "fisherman who doesn't know how to swim"?

See it's a primary thing for a fisherman to know swimming. It is necessary because if the boat sinks in the middle then he can swim and go to the shore.
So if the people say that they mean that he doing a thing without knowing the basic thing.
