Jerome says Montmorency’s ambition in life was to disturb people while they are working and be sworn at. Montmorency was a little dog, who always loved to trouble others. Whenever he found people busy with their work, he might feel bored and wanted to get involved. He meant no trouble intentionally. A dog like Montmorency never wanted any encouragement.

Jerome feels that Montmorency's ambition in life was to 'get in the way' and get people to curse him.
Jerome believes that Montmorency only wanted to be a nuisance, bother others, cause accidents, and to have 'things thrown at his head' or get screamed at.
I don't agree with Jerome, because I think Montmorency is a normal dog who gets a little carried away. And instead of getting the love and attention he wants, he causes trouble and has people cursing him. All he wants is some company and fun.
