According global rule of Atlas, the color black on a map illustrates borders.

However, Topographic maps may not follow these atlas rules, and often black color is used to denote manmade objects as well as cultural features like roads, bridges, borders are denoted by black color.  

These color-codes are global and in geography these are called the language of maps.
