Electric energy positive means the charges have energy to move away from each other...

negative electric energy means it is potential energy between oppositely charged particles..  It is the coulomb's attraction based energy..  It is the energy with which the electron is bound to the nucleus of the atom...

if that much energy is given to the electron, then it could fly away from the nucleus.
