problem of what to produce means that you have to decide which goods do you want to produce , like consumer goods ( wheat, rice ) or civil goods( industrial equipment ) or war goods ( guns)

This problem is solved generally by knowing the composition of the population , i.e, if people would be able to afford to a good , or which good does the majority of a population needs

problem of how to produce means that you have to decide the method from which to make goods , like labour intensive technique or capital intensive technique.

LIT is used in developing countries like india , since there is an abundance of labour , but not much capital

CIT is used in developed countries like UK , since there is more capital available , but less man power.
